    +1 for me, in my view it only affects terrain which already has movement penalty (forest, hill, ...) but not terrain which has no movement penalty (plain), but that's something that can change with play testing.

    Nah, I like the OP. Even grassland/plains can cause movement issues.

    Maybe the spell should get renamed "Difficult Terrain" and add a flat movement penalty, say 10-15% (for a starting number), to all terrain.
