Fall Weiss patch 1.03

Changes:

Balance improvements:
- added trench bonuses for Polish troops in forts and cities
- HQs are now much easier to destroy

Fixes:
- added missing text strings for Polish version
- restored correct HQ placements for Plan X
- fixed bugged HQ movement
- fixed unit deployment and city supply
- fixed a bug where it will show there are unassigned commanders even if there aren't any
