Original concept for the Wolf Rider had him duel wielding axes. Presumably, he's just that good at controlling his mount with his legs, pointing, and a certain amount of yelling. Also the fact that wolves being predators probably need a lot less encouragement then horses to go hunt some sucker down so you can hit them a lot.

Yeah, I can see that work in practice. The real reason, however, is that out of 8 guys, 4 of them use and axe. And that's after we decided to change what Raider is using. Units that are next to each other in the hierarchy both use two axes when there's a myriad of weapons available. My suggestion was to keep two axes for Berserker and give the Wolf Rider a sort of a crude halberd.
They're also supposed to have throwing axes though. I'd support giving the Great Axe (Two handed) to the Berserkers because I don't recall them having a ranged attack too.
Either that or switch from throwing aces to javelins.
