[bug] Direct army to chosen city

The icon for an army that says "Direct army to chosen city" seems sticky. Once turned on, it keeps coming back on, even when turned off.

(I move the army, turn off that icon, press the hourglass, and next turn the army is skipped because it is supposedly proceeding to some city.)

It's rather the issue of tooltips.

By clicking this button you can select a city as target.

However, this button is automatically activated whenever you order the army to move anywhere - the army will be skipped in end of turn notifications and will continue to move towards it's target every turn.
