[B0003] - RESOLVED - Unable to Cast Wall Of Fire

After researching and then casting Wall of Fire on one city, a WoF just showed up - no casting, not visible from spell maintenance screen - on a newly founded city and a conqured city.

Also: Couldn't later put a WoF on a city. I could cast the spell, but the only option was to put it in storage. From storage, could only preserve.

Observed in one game.
