[B0004] - RESOLVED - Spell "Winds of Terror" works only once

Hi!

iPad Air, iOS 9.3.1
PC 1.2.3

After some experimenting, I believe this to be true: "Winds of Terror" will always work the first time it is cast, but will always fail to take effect thereafter. However, this behavior resets after the game is reloaded from a save: The spell will work once, then not again until a reload.

BTW: The spell mentions a saving throw, but I've never seen it work on one target but not another. Nothing shows up in the combat log.

Same thing seems to be going on with Chain Lightning.
