    [B0002] - OPEN - VSYNC is extremely jittery

    Steps:
    1 Launch the game with a system capable of delivering 60+ FPS.
    2 Start a new game (or load a save file).
    3 Enable VSYNC 1, or 2 in the settings menu.
    4 Pan the camera around.

    Result:

    Although the framerate is nearly rock solid at 60 FPS, the camera movement is very erratic.

    Expected Result:

    When the VSYNC is on and framerate is maintained at 60FPS, the camera movement should be silky smooth.

    *Note:*
    With VSYNC turned off my system generates around 200+FPS, there is no reason why it should stutter like this so much.

    In fullscreen I can see my core clock hovering around 800mhz or so.(I have seen it peek at my card's max 1300mhz, but very rarely) So it can managed to pull some juice from it. But in windowed mode, it can routinely fall into 'idle mode' with the core clock at 324mhz.

    Let's say the program is very nonchalant about requesting GPU power in windowed mode.
