Is it possible to make country's changes during a game :?:
For example - with 1939 one player play Axis (GER, SLO) and second Allied (POL, FRA, ENG). After few turns Axis declare war on BEL HOL and LUX and second player takes control over them.

It is possible.

Hit F1 and you will have console opened. There you can choose is the country controlled by AI or Human.

This window is called "cheats window" - it is mainly used for debugging purposes but you can also use it as a substitute of lacking game's features like changing sides in PBEM games

There are always opportunities to cheat in every multiplayer game, in Road to Victory it is just more player-friendly If someone want to cheat you in game, he will do it and there is no way to avoid it - and you still have ability to control yours and your opponent's PP and DP by the same cheat window

Why GER player has FRA events to choose :?:
And why GER players see only production and research from Allied side :?:

To be honest PBEM functionality was created after release of the game and is still kind of rough.
It's going to be improved with next patches.
