My preference is:
- procedurally-generated heroes show up throughout the game; and,
- special/more significant heroes occasionally show up which are customizable/you get to steer their development as they level-up (this is what I would have called "Champions")

I second ampoliros's suggestion for an option to limit one type of hero per stack, or even one hero per stack. One thing I disliked about MOM was that later in the game it seemed like a game of moving hero stacks (with wind walking and speed items) taking one node per turn. WOM may not have that problem, but options are good to have.
