    Faction Building/Themeing

    Is it the specific intention that every faction have a Tier 1,2,3,4,5,6,7,8 unit? If so that seems limiting to me.
    Why couldn't a faction/race have different tier makeups?

    For instance a combined arms type army of lower tier units and then one or two commander types in mid to high tier and a fantastic creature or 2 at top tier? So it might have 1,1,1,2,5,6,8,8. Swordsman, Pikeman, Archer, Cavalry, Jr Commander, Commander, Flying Creature, Tank/Siege Creature. The Commanders would boost the combat values of the low tier units.

    Or a tough race being 3,3,4,4,5,6,7,8.

    Then balance factions out by sprinkling the following around as neccessary:
    * special abilities
    * build cost
    * # of figures in unit

    Each faction doesn't have a 'Tier 1,2,3,4,5,6,7,8 unit'. What they do have is a general limit of only 9ish units in a faction. (Not counting settlers and engineers, I believe).

    Right. It's not a 1-9 situation. Different factions will have units that fall in different tier slots. However, the overall cost/power of their units will be roughly equal.
