OK, so what I missed here (until one of the dev team pointed it out to me) is that this spell is close to useless in it's current form. A city will almost never have a volcano near it. Couple that with the fact that if you make your own volcanoes you're reducing the max population of the city in question and you have a problem.
My proposed fix is this: The spell targets a volcano. It "captures" it kindof like you would capture a node. As long as the spell is in effect you get 1 power per turn. If would allow you to make "power farms" in the late game, but think I'm OK with that.
